Judge P. Richard 38th JDCPenelope (Quinn) Richard, a lifetime resident of Cameron Parish, was elected, without opposition, to District Judge for the 38th Judicial District Court, in 2008. She received her Juris Doctorate from Southern University Law Center in May of 1998, graduating first in her class. While attending law school, she was a member of the Honor Code Committee, served as Vice President of Women in Law, was chosen as a member of Who’s Who in American Law Students, was named to the National Dean’s List, and was the recipient of the Becnel Scholarship. She was also a Research Assistant, editing the book, Louisiana Evidence.

Judge Richard was admitted to the Louisiana State Bar Association in October 1998. She clerked for one year under the Honorable H. Ward Fontenot, District Judge for Cameron Parish. She then established her law practice in Cameron, handling a variety of cases in family law, criminal law, personal injury and real estate. She served as the Cameron Parish Indigent Defender from November 1999 until December 2008.

She is a current Judicial Fellow with the Louisiana Bar Foundation. Judge Richard is a member of the Cameron Lion’s Club where she serves as Secretary, Sight Chairperson, and committee member for the Cameron Saltwater Fishing Festival. She also serves on the Board of Directors for the Louisiana Fur and Wildlife Festival. She has been married to Richard and they have two children, Devon and Braydon.
